Private Development Plan Reviewer/EIT Designer/PE - Hybrid

Position Description

Job Description:

Under the general supervision of the City Engineer of Record for several cities in Oregon, the plan reviewer assists in private development review of technical documents, such as civil engineering design plans, stormwater quality/quantity reports, traffic studies, etc. The duties vary, but also involve project design, drafting, and inspection for private development projects and public works infrastructure.

 Example of Duties/Responsibilities:

  • Develop civil engineering plans, design and contract documents for public works projects and private development. Prepare, assemble and review contract documents and bid packages for city infrastructure projects.

  • Design and prepare plans, cost estimates and specifications for street, traffic, storm, water and sanitary sewer projects.

  • Prepare pre-application meeting notes and engineering comments/conditions of approval for land use applications.

  • Private development project review – Review proposed developments for conformance and impact to existing master plans, City Code requirements and Public Infrastructure Standards. Develop and assign conditions of approval for the proposed development. Review engineered plans and specifications for conformance to existing master plans, City Code requirements and Public Infrastructure Standards.

  • Inspect private and public improvement projects as required to ensure compliance with plans and specifications; work with contractors to resolve problems, and maintain inspection notes as required.

  • Perform calculations and operate a variety of computerized equipment in order to prepare and plot project designs using AutoCAD Civil 3D. Utilize standard office software and specialized engineering software on a daily basis.

  • Participate in special engineering projects organizing material and information, researching data, preparing maps, graphics and reports of findings.

  • Assist the City Engineer of Record and project managers with special projects as assigned.

  • Provide assistance to other staff as workload and staffing levels dictate.

 Required Qualifications:

  • Registration as an EIT or Professional Engineer in Civil Engineering in the State of Oregon.

  • Equivalent to a Bachelors Degree in Civil Engineering and two to five years of satisfactory experience in the field of engineering, in positions dealing with the planning, surveying, design and public works construction projects; or any satisfactory combination of experience and training which demonstrates the knowledge, skills and abilities to perform the above duties.

  • Working knowledge of the practice of civil engineering for the design, cost estimation, plan check, and inspection of public works projects.

  • A working knowledge of current acceptable construction methods, materials and practices and a working knowledge of the accepted practices for negotiating and implementing change orders for construction projects.

  • The ability to effectively use oral and written communication in the performance of duties and responsibilities, and to learn and implement city procedures, regulations and requirements with respect to procurement, bidding, budget, safety, operations and organization.

  • Understanding of applicable federal, state and local laws, codes and regulations.

  • Knowledge of modern office practices, methods and equipment, including a personal computer and applicable software; occupational hazards and standard safety practices.

  • Ability to competently operate primary production software, including AutoCAD and Office Suite

  • Must have a valid Oregon driver’s license.

Desirable Qualifications:

  • Oregon Water Right Examiner

  • Oregon or Washington Professional Engineer

  • Experience with Oregon and/or Washington municipalities and regulatory agencies

  • Experience with AutoCAD Civil 3D

  • Experience with WaterCAD, PCSWMM, EPANET, or XPSWMM

  • Experience with GIS

  • Construction management and inspection experience

  • Experience with HydroCAD or Hydrology Studio/Hydraflow

HBH performs engineering services predominately for municipal clients throughout Oregon and Southwest Washington. Our clients are mostly small to medium sized cities and special districts. We specialize in water, wastewater and general municipal engineering. This includes planning and design of water and wastewater treatment systems. In addition, we provide some private and public site development engineering, including stormwater and road design.

 Travel:

  • Travel is primarily local during the business day, although some projects may require out-of-the-area and rarely overnight travel.
